Trying a skip upload rule

Alpine changed to musl libc, which breaks everything.

Adds some better debugging.

XDG_CONFIG_HOME support

Version shouldn't print usage

Adds CI, doc cleanup

Better flags; debug mode; documentation

Eliminates command-line args, and drives from rules file.

Initial commit.  Hard-coded.
