cleanup: move to clap 4

cleanup: remove use of deprecated method

cleanup: update to latest serde-xml-rs

cleanup: moved to latest actix and reqwest to get out from under broken old socket2

Also had to disable the TLS support we weren't using in reqwest to work
around https://github.com/sfackler/rust-openssl/issues/2019. Sigh.

Apply Apache 2 license.
